The City of Tampere and surrounding municipalities introduced Microsoft 365 Copilot to increase efficiency and improve overall work quality, building on years of experience using AI in different internal processes.
More than 800 employees now use M365 Copilot for tasks such as text production, summarization, meeting preparation, translations, and presentation support.
Strong management commitment and the use of learning circles were key drivers in a successful implementation and ongoing Copilot adoption.
The Tampere region wanted to increase efficiency and strengthen work quality across the organization.
With approximately 18,000 employees serving more than 400,000 residents, there was a need for more efficient workflows, better use of data, and modern digital tools.
An important prerequisite for working effectively with AI was cleaning up existing data. Old files and unstructured file shares made it difficult to leverage the potential of AI‑based tools such as Microsoft 365 Copilot.
Therefore, data quality and structure became a central part of the preparation.

The Tampere region implemented Microsoft 365 Copilot as an integrated part of its existing Microsoft 365 platform.
The implementation began with a structured pilot involving around 260 employees. Participants received access to training, learning circles, and ongoing guidance through a shared Teams channel.
Copilot was quickly adopted for a range of daily tasks, including:
• text creation
• summarizing documents and meetings
• meeting preparation
• translations
• email drafts
• presentations
• improved internal communication
At the same time, Copilot Studio was introduced in innovation workshops, where the organization began exploring opportunities to develop its own AI agents.
The City of Tampere and surrounding municipalities serve approximately 400,000 residents and are known for a bold approach to innovation and early adoption of new technologies.
Over 800 employees have adopted Microsoft 365 Copilot following the pilot. Survey results showed very high satisfaction, with only one respondent expressing unwillingness to continue. Management demonstrated strong commitment, with approximately 80% of senior management attendees reporting active Copilot use. Learning circles will continue as part of ongoing Copilot adoption, and more licences have already been acquired.
